Carroll County Legislative Delegation to Hold Public Hearing on December 7th Focus is on Local Legislative Requests & Community Input
The Carroll County Delegation will hold their annual public hearing on proposed county legislation on Thursday, December 7, 2023 at 6:00 p.m. The hearing will take place at the County Office Building, 225 North Center Street, Westminster, MD 21157.
The Delegation will be discussing possible Carroll County-specific bill requests for the 2024 Maryland General Assembly Legislative Session. These legislative requests are ones made by the County Board of Commissioners, local non-profit organizations, and individual Delegation members. The public is encouraged to attend and give input on the proposals. There will also be an open comment opportunity where the public will be able to share their thoughts and concerns on other issues. Meeting will be shown live on Comcast channel 24 (Carroll County Government Channel) will be available after on the county government’s website, Meeting Calendar – Carroll County, Maryland (iqm2.com).
The local Carroll County bill requests include:
Requests from Carroll County Commissioners:
- Carroll County – Public Facilities Bonds (Requested by Carroll County Commissioners)
- Carroll County –Carroll County – Contracts and Purchasing
Increasing from $25,000 to $50,000 the cost of a public work or improvement or the purchase price of supplies or equipment for which the County Commissioners of Carroll County may enter into a contract
- Carroll County – authorization to hold permits when the requesting business has open personal property tax bills
Local Requests for Legislative Bond Initiatives
Request from Carroll County Liquor Board
- Carroll County – Alcoholic Beverages Licenses – Alcohol Awareness Training
Requiring an alcoholic beverages license holder in Carroll County or an individual designated by the license holder who has completed training in an approved alcohol awareness program to be present on the licensed premises at certain times when alcoholic beverages may be sold.

Open Comment Period from Public
Carroll County citizens are invited to hear the presentations and submit oral or written comments on any of the local legislative proposals. Following the legislative proposal presentations there will also be an opportunity for attendees to share any additional concerns about state-related issues.
