Carroll County Delegation Secures Critical Local Funding in Capital Budget

Annapolis- On Monday, April 10th at midnight, the 2023 General Assembly Session came to a close. The state’s Capital Budget final version passed both chambers also on Monday. The Carroll County Delegation worked in a bi-partisan fashion to secure key funding for a series of important community projects to improve public safety and infrastructure as well as enhance the quality of life resources for all county residents. Below is a listing of specific projects that will receive Capital funds.

  • $1 Million – Carroll County Sheriff’s Office
  • $1 Million – Westminster Broadband Infrastructure
  • $500,000 – Hampstead Volunteer Fire Department Renovation
  • $225,000 – Carroll County Schools – Block Grant – School Playgrounds
  • $100,000 – ARC of Carroll County
  • $75,000 – Carrolltowne Elementary School Playground
  • $75,000- Westminster Elementary School Playground
  • $75,000 – “Nate’s Place” Playground

“Every year the Carroll County Delegation fights to ensure that our taxpayers receive a fair share of capital funds to meet critical needs,” said Senator Justin Ready. “This year, our focus was on public safety, infrastructure and improving quality of life for our students and our developmentally disabled community. Senator West and I were pleased that our colleagues on both sides of the aisle in the Senate worked with us in good faith to support worthy projects.”

“The Capital Budget is one of the few constitutionally mandated responsibilities the General Assembly has to complete each Session,” noted Delegate April Rose who chairs the Carroll Delegation. “Acquiring state funds to assist important projects such as renovations to the Carroll County Sherriff’s Office, the ARC of Carroll County and several school and community playgrounds goes a long way and helps keep our county the best place in Maryland to live and raise a family.”

“Securing funds for the Hampstead Volunteer Fire Department’s Renovation and the Carroll County Sheriff’s Department’s new headquarters were my two top priorities serving on the Budget committee this Session,” Delegate Josh Stonko said. “Hampstead VFD serves not only Hampstead, but assists throughout Eastern and Central Carroll County and our Sheriff’s department is vitally important as primary law enforcement for the entire county. I am glad we were able to bring much-needed funds to all these projects.”

The Capital Budget passed on the last day of Session, April 10. The Carroll County Delegation includes Senators Justin Ready (R-5) and Chris West (R-42) as well as Delegates Eric Bouchat, April Rose, Chris Tomlinson (all R-5) and Josh Stonko (R-42C) who all supported the above projects.
