The Carroll County Delegation will hold its annual local public hearing on proposed county legislation on Friday, January 13, 2023 at 3:00 p.m.  The hearing will take place in the Reagan Room of the County Office Building, 225 North Center Street, Westminster, MD.

The Delegation will be discussing Carroll County-specific bill requests made by local government entities, non-profits and other organizations for the 2023 Maryland General Assembly Legislative Session.  These legislative requests are made by the County Board of Commissioners, local non-profit organizations, and individual Delegation members.

Below are the local Carroll County initiatives and topics that will be discussed on January 13th: 

Requests from Carroll County Commissioners: 

1. Carroll County – Public Facilities Bonds Authorization (Annual Request made by Carroll County Commissioners, authorizes capital borrowing) - Amount to be provided at a later date.

Requests from the Board of License Commissioners (Liquor Board)

2. Carroll County - Alcoholic Beverages – Modification of Seating Requirements – Class B, BR & C – Allows license holder to use county bar stools as seating.

3. Carroll County - Alcoholic Beverages - Multiple Event Entertainment Licenses – Currently, a license holder may pay $125, $250, $375, and $500 in fees. Fees have been the same level for three decades. Proposed bill would double these fees and add a new $2,000 category for 41 events or more per year.

Legislative Bond Initiatives: Individual Project Requests from local non-profit organizations

4. Nathan Baker Foundation Playground, Playground at Freedom Park in Hampstead

5. Carroll County Farm Museum, repair/restore certain areas connected to the historic Hoff Barn roof replacement

6. ARC of Carroll County, seeking bond initiative funding to fulfill our shovel ready request for support of construction, repair, reconstruction, renovation, and capital equipping of The Arc Carroll County's eight (8) residential homes in Carroll County.

7. Carrolltowne Elementary School, replace a large playground with equipment for students grades K-5 

8. Westminster Elementary School, seeking additional funding for playground project.

9. Winfield Volunteer Fire Company, relocate the power to the Winfield Community Volunteer Fire Department carnival grounds.

10. Mount Airy - restoration of our historic Flat Iron building, Mount Airy Historical Society

11. Mount Airy - Rails to Trails initiative for land acquisition and remediation of contamination

12. Discussion of Commissioner Districts and Adjustments

Request from the Town of Mount Airy

13. Carroll and Frederick Counties – Town of Mount Airy Urban Renewal Authority. This bill authorizes the Town of Mount Airy to undertake urban renewal projects for slum clearance by acquiring properties in blighted areas.
