The Carroll County Delegation will hold their Annual Local Public Hearing on proposed county legislation on Wednesday, November 17, 2021 at 6:00 p.m. The hearing will take place in the Reagan Room of the County Office Building , 225 North Center Street, Westminster, MD.
The Delegation will be discussing Carroll County-specific bill requests for the December 2021 Special Session and the 2022 Maryland General Assembly Legislative Session. These legislative requests are ones made by the County Board of Commissioners, local non-profit organizations, and individual Delegation members. In addition, this year the Delegation will take up the once-a-decade task of redistricting the five County Commissioner districts due to the U.S. Census. The commissioner map must pass through the Maryland General Assembly and into state law. At this meeting there will be presentations on what each initiative entails and an opportunity for the public to give input on each item - whether supportive, opposing or informational.
Below are the local Carroll County initiatives that will be discussed on November 17th:
Delegation Legislative Initiatives (Requested by members and/or required by law)
1. Approval of new County Commissioner District Map - The delegation will be reviewing the non-binding map recommendation put forward by the County's redistricting commission as well as an adjusted draft map that addresses community and stakeholder feedback. Delegation members are eager to hear more from the public on the potential districts.

2. Quadrennial Consideration of Carroll County Commissioners and Carroll County Board of Education Salary & Benefits
3. Carroll County State’s Attorney – Private Practice - Prohibition: Legislation to codify the prohibition on Carroll County State's Attorney conducting private legal practice while in office.

5. Carroll County – Public Facilities Bonds Authorization (Annual Request made by Carroll County Commissioners, authorizes capital borrowing)
6. Carroll County – Background Checks – At this time, current Carroll County law does not require all people who work for the county to have background checks. As Federal law changes, it has become necessary to amend who gets a background check. This would eliminate having to make changes every time a new background check requirement occurs at the state or federal level.
Carroll County citizens are invited to hear the presentations and encouraged to submit oral or written comments on any of the local legislative proposals. To testify in person, attendees should arrive by 5:30 PM to sign in and are welcome to provide written copies of their testimony for distribution to the 11 Delegation members.
