Ready Report: Carroll Delegation Hearing/Town Hall & Gov. Moore Pushes to Gerrymander Maryland

There are two main items I wanted to be sure you saw today, the first is on our Carroll County Delegation local bill hearing and Town Hall in just over two weeks and second is Governor Moore’s latest announcement trying to push the General Assembly, particularly the State Senate, into radically gerrymandering our state even further to push out our only Republican congressman. I’ve got our Senate GOP reaction to it and – we even have some Democratic opposition to it as well, see below.

Carroll County Delegation Local Bill Hearing and Town Hall Meeting – Nov. 19th

On November 19th, the Carroll County Legislative Delegation will be holding our local bill hearing and Town Hall Meeting at the Carroll County Office Building. The full agenda is forthcoming, but we will hear bill requests from local governments and organizations for Carroll County-specific bill requests for the 2026 Session. The public can also give testimony on these.

Then we will have open time for members of the public to give testimony and input on any state issues of concern. This meeting is open to the public and Carroll County residents are invited to attend and participate. You can also send thoughts to the entire delegation anytime by emailing our Chairman – Delegate Chris Tomlinson – and me and we will distribute it to the delegation. (See Agenda below for contact information->)

 

Carroll County Legislative Delegation to Hold Public Hearing & Town Hall Meeting on November 19th

Focus is on Local Legislative Requests & Community Input

The Carroll County Delegation will hold their annual public hearing on proposed county legislation on Wednesday, November 29, 2025 at 6:00 p.m.  The hearing will take place at the County Office Building, 225 North Center Street, Reagan Room, Westminster, MD 21157. 

The Delegation will be discussing possible Carroll County-specific bill requests for the 2026 Maryland General Assembly Legislative Session.  These legislative requests are ones made by the County Board of Commissioners, local non-profit organizations, and individual Delegation members.  The public is encouraged to attend and give input on the proposals.  There will also be an open comment opportunity where the public will be able to share their thoughts and concerns on other issues.

Meeting will be shown live on Comcast Channel 24 (Carroll County Government Channel) and will be available after on the county government’s website, Carroll County Government | Carroll County, Maryland or                                    .

Legislation Requested by the County Commissioners:

  1. Ability to refuse building permits for companies which owe property taxes
  2. Carroll County Public Facilities Bond

  1. FOP – Detention Center Employees/Disability

Request for Legislative Bond Initiatives:

Representatives of community groups, local governments and charitable organizations will be presenting capital budget funding requests for the delegation to consider. These can be submitted as “Legislative Bond Initiatives” in the state Capital Budget process.

  2. Westminster Elementary School
  3. Habitat for Humanity
  4. CC Youth Service Bureau

Public Comment:

Open opportunity for attendees to address the delegation on any additional state legislative issues or concerns.

Carroll County citizens are invited to hear the presentations and submit oral or written comments on any of the local legislative proposals or other state issues. For those not able to attend in person, we also welcome public comment on any 2026 Legislative issue through e-mail at [email protected] or [email protected].

Governor Moore Moving Forward with Plan to Further Gerrymander Maryland

Despite recent bipartisan opposition from the State Senate, Governor Moore has announced the creation of a 5 member Governor’s Redistricting Advisory Commission, which comes as the latest move to redraw Maryland’s eight congressional districts while cutting out the only Republican district held by U.S. Rep. Andy Harris. Even the Senate President, a Democrat, Bill Ferguson has argued that we should not be doing this for a number of legal reasons, however Governor Moore and Speaker of the House Adrienne Jones are trying to pressure him and move forward. To read more about this, click here.
