Ready Report: Crossover
The 10th week of the 90-day 2026 Legislative Session in Annapolis has concluded. Today, Monday the 23rd is known as “Crossover,” which is the deadline for bills to pass one chamber and be sent to the opposite chamber. Any bills that do not pass at least one chamber by tonight will likely not pass during the 2026 Legislative Session.

Ready in the Press – Utility Bills “Relief” & Budget Passes Senate
From Fox45 State House Spotlight: Earlier this week, I joined Fox 45’s State House Spotlight to discuss the Utility RELIEF Act, which was introduced by Democrats to lower energy bills for Marylanders. You can watch the full segment by clicking here.
From The Baltimore Sun: Earlier this week, the Senate passed their version of the $70.8 Billion FY 2027 Operating Budget, amending Governor Moore’s proposal. While the majority party claims that the Senate version of the budget closes a $1.4 billion deficit without new tax or fee hikes, in reality what they’ve done is move money around from different funds to cover their radical spending. There have been over 300 tax and fee increases since Governor Moore took office and its clear that the Supermajority in the General Assembly does not have an appetite to give Marylanders relief. MPRP Update: Carroll County Commissioners Oppose PSEG’s Motion for Target End Date

The Carroll County Board of Commissioners (BoC) agrees with the Public Service Commission’s (PSC) prior decision to not include a proposed target final date in the Procedural Schedule for the Maryland Piedmont Reliability Project (MPRP).
Earlier this month, PSEG Renewable Transmission LLC (PSEG) filed a motion with the PSC again requesting a final target date of March 26, 2027, be added to the procedural schedule for the PSC’s consideration of a request for approval of the MPRP. An earlier, almost identical request was previously denied. The PSEG motion can be read in its entirety by navigating here and continuing to #744.
Board President Joseph Vigliotti said, “The Commissioners remain committed to standing by our citizens and, as such, we oppose and will continue to oppose PSEG’s self-serving and self-interested motions. In this instance, PSEG would have undermined not only a critically important process by favoring themselves with a set date for decision, but would have taken away the ability of our citizens to pursue any number of options in protection of their homes and their property by forcing an end date on them.”
Ready Carroll Registration is Open

Registration is open for the Spring session of Ready Carroll sponsored by the Department of Emergency Management and Communications (DEMC) and partner agencies. Ready Carroll is a free 8-hour program providing Carroll County residents with basic skills needed to prepare for and respond to everyday emergencies as well as community-wide disasters. There will be multiple interactive demonstrations, including fire extinguishers and 9-1-1 simulators.
Classes will take place in person at the Carroll County Public Safety Training Center, 50 Kate Wagner Rd., Westminster. There will be four consecutive weekly sessions beginning April 2nd and running each Thursday in April. Each session begins at 6:00 p.m., and there is no cost to participate.
Topics include:
- April 2nd– Citizen Preparedness
- April 9th– Crime prevention and safety
- April 16th– Fire prevention and safety
- April 23rd– Community Resources/Review
